Sedgwick Town Board Meeting
July 17, 2017

Members Present: Peggy Owens; Gena Kinoshita; Carole Cross; Peggy Raymond; Jeanie Tarver.

 

Employees Present: Rhonda Jones; Richard Kehm 

The Sedgwick Town Board met in special session July 17, 2017 at the Town Hall, a quorum was verified and the meeting was called to order at 6:00pm by Mayor pro tem Jeanie Tarver.

 

Guest

Beth Ritter from SCED handed out sample brochures for the Town of Sedgwick. She asked the board to let her know about any corrections that need to be made.

Nancy reported the renovations to the museum continued and Beth Ritter had painted the bathroom. She asked what the town wanted to do with the two heating stoves in the building; Richard will pick them up and store them. Nancy hopes to have the museum open for the Harvest Festival.

Tiny White had numerous complaints about the Town Clerk. In Tiny’s opinion the Town clerk is not doing her job and suggested it was time to get a new clerk. Rhonda said the town board meetings should not be used as a platform to criticize individuals. Jeanie told Tiny if she needed to take her complaints to Alan he is the employee supervisor.

Kurt Hodel told the board the town has enough money to hire a code enforcer. Peggy R. moved to have a workshop on Tuesday July 25th to discuss a job description for a code enforcer. Carole seconded the motion. Voice vote; motioned carried.

 

Maintenance

Richard is mowing and replaced a blade on one of the mowers. There are some branches hanging down that he will get trimmed.


When Patrick met with Dickenson Surveyors and looked at maps and the annexation the town has many legal issues with the Town’s boundaries. 


Peggy R. moved to have Patrick talk to the town’s attorney about boundary issues. Peggy O. seconded the motion. Voice vote; motioned carried.


The lead and copper test came back fine. Repairs to the water tower may get done the last part of August. Messages are not going out for the water levels, will talk to Tracy to get this fixed.


Zoning Ordinances passed in 2001 was not done properly and cannot be enforced.


Patrick did not order the stop signs the quote is $5,900.00. Gena suggested putting a speed bump on Main Avenue.


Gena moved to have Richard check on the cost of speed bumps. Peggy R. seconded the motion. Voice vote; motioned carried.


The board discussed making elevator road a place for truck parking, but no overnight parking. Richard will check on the cost of road base.


Patrick is looking into a change of employment and will keep the board updated on any changes.

 

Minutes

Peggy R. moved to approve the minutes from the June 12, 2017 meeting. Peggy O. seconded the motion. Voice vote; motioned carried.

 

Financial/Pay Bills

Peggy O. moved to pay the bills. Peggy R. seconded the motion. Roll call vote; motioned carried.

Old Business

The property owners at 29 Miles Ave. talked to Gena about a letter they received from the Town’s Attorney. The owner built a fence outside of their property line and encroaches into the Town right-of-way and the fence also impedes access to the town water meter. Patrick said he was asked to handle the fence issue and he is not authorized to send letters speaking for the town he had the attorney write it as it is a legal issue, the board did not remember discussing the fence and thought it should have been handled without the attorney. Patrick put the ordinance in reference to the fence problem on the table and left the meeting. Gena continued to say the owners are a nice young family, the type of people we want in our town and perhaps Richard could call when he wants to read the meter so the owners could put their dogs in. The other members agreed and the fence can stay in the town’s right-a-way.

 

The board discussed the Dog Ordinance and hiring someone to enforce the ordinance.

 

The board discussed properties in violation of the Nuisance Ordinance; a couple of board members will ride around town and get a list to Rhonda.

 

Kurt Hodel said he talked to his lawyer and the ordinance about the sidewalk was the property owner’s reasonability to fix was not right. He felt Patrick was interpreting the ordinance wrong.

 

New Business

The Sedgwick Chamber of Commerce gave a $200.00 donation to the town for Christmas Decorations.
The Harvest Festival theme will be discussed at the workshop on the 25th.


Peggy R. moved to approve RD’S 3.2 beer license. Carole seconded the motion. Voice vote; motioned carried. Gena abstained.


Peggy R. moved to approve RD’S liquor license. Carole seconded the motion. Voice vote; motioned carried. Gena abstained.


Peggy R moved to adjourn the meeting. Peggy O. seconded the motion. Voice vote; motioned carried.
