Sedgwick Town Board Meeting

The Sedgwick Town Board met in regular session April 10, 2017 at the Town Hall, a quorum was verified and the meeting was called to order at 6:00pm by Mayor Alan Otsuka.

Mayor Otsuka Opened the Public Hearing

I will next call the matter of Ordinance No. 01-2017. This is a public hearing on an ordinance to adopt floodplain regulations. For the record, the Town Clerk stated this hearing has been properly noticed. 

 

Patrick explained this ordinance is an updated version of the floodplain ordinance passed in 1984. An update was required by the state. The floodplain map has not changed; most of the area is not in the city limits. 

One question from a guest: Has there been any changes in boundaries? No the floodplain map has not changed. 

 

Peggy O. moved pass Ordinance No. 01-2017, AN ORDINANCE OF THE TOWN OF SEDGWICK AMENDING ITS OFFICIAL ZONING ORDINANCE TO ADOPT FLOOD DAMAGE PREVENTION REGULATIONS. Jeanie seconded the motion. Voice vote; motioned carried.

 

I will next call the matter of Ordinance No. 02-2017. This is a public hearing on an emergency ordinance to adopt a moratorium concerning the use of shipping containers in the Town of Sedgwick. 

For the record, the Town Clerk stated this hearing has been properly noticed. 

 

At the March Town Board Meeting the board voted to adopt a moratorium on the use of shipping container in the town. This is a six month moratorium to give the board a chance to decide how shipping containers should be regulated in the Town of Sedgwick Zoning Ordinance.

 

One question from a guest: Will this affect the use of large trailers for a construction site? No 

 

Peggy O. moved pass Ordinance No. 02-2017, AN EMERGENCY ORDINANCE IMPOSING A TEMPORARY MORATORIUM CONCERNING THE USE OF SHIPPING CONTAINERS IN THE TOWN OF SEDGWICK. Jeanie seconded the motion. Voice vote; motioned carried.

Guest

Mike Sullivan thanked the town for the generous donation to SCED. This donation has helped them move forward on the renovation to their building. He handed out business guide for the county. He asked to be contacted with any corrections or additions. 

 

John Hernandez and Jerry gave a update on the child care center project and thanked the town for the donation.

 

Maintenance

Patrick has concerns about people parking in front of fire hydrants. He suggested painting the curb yellow and painting the fire hydrants. He will get bids for paint.

 

The float at the lift station was broke and is now fixed. The electrical box needs replaced, Patrick will look into prices.

 

Cunningham tanks will be getting a bid to fix the stand pipe on the water tower.

 

Patrick will talk to Finish line about fixing the broken water meters in town.

 

Minutes

Wave was misspelled.

Jeanie moved to approve the minutes as corrected from the March 13, 2017 meeting. Peggy O. seconded the motion. Voice vote; motioned carried.

 

Financial/Pay Bills

Peggy O. moved to pay the bills. Jeanie seconded the motion. Roll call vote; motioned carried.

Old Business

Help wanted as will run two more weeks.

 

New Business

We will get bids on flagpole and light for Town Hall.

 

The Board discussed dogs running at large and ongoing problem for the town.

 

The Board discussed the possibility of condemning property in town, we would need an ordinance to support this and it is not an easy process.

 

Peggy O. moved to make our loan payment from the water surcharge account. Jeanie seconded the motion. Roll call vote; motioned carried.

Jeanie moved to approve on public record the consensus vote to donate $1,000.00 to the daycare in Ovid. Carole seconded the motion. Voice vote; motioned carried.

 

Jeanie moved to donate $25.00 to the Post Prom. Gena seconded the motion. Voice vote; motioned carried.

 

Jeanie moved to adjourn the meeting. Gena seconded the motion. Voice vote; motioned carried.
