Sedgwick Town Board Meeting
August 14, 2017

The Sedgwick Town Board met in Regular session August 14, 2017 at the Town Hall, a quorum was verified and the meeting was called to order at 6:00pm by Mayor pro tem Jeanie Tarver.

 

Guests

Beth Ritter from SCED handed out sample brochures for the Town of Sedgwick. Peggy O. and Nancy Sauder will help with the history.

Peggy O talked to the board about her feeling about last month’s meeting; see her attached notes.

 

Maintenance

Richard reported a waterline broke at the well site; Julesburg came down and fixed it. There was a leak at the park also; Jepson’s came and fixed it. 

 

Richard needs a new battery charger and 4” grinder; the board told him to buy what he needed. 

 

He checked on speed bumps as the board asked. The problem with this is the snow plow would tear them out in the winter. Richard suggested a weighted base pole with a pedestrian sign on each end of the street and painted crosswalks.

Richard he would also like to get two more no parking signs with the weighted base pole and one extra weighted pole to have for a replacement if needed. Peggy Raymond moved approve buying four new signs and five weighted poles. Troy seconded the motion. Voice vote; motioned carried.

 

Richard will call Consolidated to see if they can help fix the shut off valve at the museum. 

Water is running across McKinstry Avenue from Nein’s field.

 

Patrick reported Cunningham Sandblasting will be here on Tuesday the 29th to fix the standpipe on the water tower. They requested 20% of the payment before they start, $6,120.00; $10,000.00 would be 1/3 of the cost.

Engineering America gave the town a bid to inspect the water storage tank at the well site.

The water level indicator is not sending out texts. Tracy has been called several times but it still is not fixed.

 

The town’s attorney office is still working on the boundary issues.

 

Patrick told the board his last day for the town would be August 31st. 

 

Jeanie moved to accept the bid dry inspection and interior sediment cleaning. Troy seconded the motion. Voice vote; motioned carried.

 

Minutes

Peggy R. moved to approve the minutes from the July 17, 2017 meeting. Troy seconded the motion. Voice vote; motioned carried.

 

Financial/Pay Bills

Peggy O. moved to pay the bills. Troy seconded the motion. Roll call vote; motioned carried.

Old Business

Sample job descriptions for code enforcement were given to board members prior to the meeting. Kurt Hodel said he asked the sheriff’s department and county commissioners what other towns do in the county for enforcement. They replied they use the sheriff’s department. Having an IGA (intergovernmental agreement) with the sheriff’s department was discussed at a previous meeting. The board was divided some wanting an IGA some wanting to hire a code enforcer. Rhonda will ask the sheriff’s department to our next meeting and the discussion will continue. Peggy O. brought up the part time office help, Gena said unless the town clerk was willing to work full time the board should not hire extra help. A motion was made and passed at the February’s meeting to run an ad to a part time office help, no one opposed the motion when it was passed.

 

The town doesn’t have the honored citizens for the Harvest Festival yet. Amanda from the Julesburg Advocate said it was too late to put into the fair book. The BBQ will be at 4:30 on Sunday, $5.00 donation per plate.

 

Peggy R. moved to donate $1,000.00 to the Lion’s for the Demolition Derby purse. Jeanie seconded the motion. Voice vote; motioned carried.

 

The board discussed the fence in the town’s right-a-way at 29 Miles Avenue. Some members feel it should be moved some think it is fine. Discussion by the board on if it could be grandfathered in. Rhonda will check to see if the meter reader pad can be put on the fence.

 

The cost to lease a new copy machine from Journal Office has almost doubled because leases are from an outside company now. We could keep the one we have and pay a service contract of $35.00 a month.

Jeanie moved to keep the old machine and renew the service contract with Journal Office. Peggy O. seconded the motion. Voice vote; motioned carried.

 

New Business

Gena moved to renew the web site domain and hosting at a fee of $1668.00. Troy seconded the motion. Voice vote; motioned carried.

 

Troy moved to contract propane from Sapp Bros in the upcoming season. Peggy R. seconded the motion. Voice vote; motioned carried.

 

Troy moved to allow the kickball tournament be held at the park. Peggy R. seconded the motion. Voice vote; motioned carried.

 

Gena moved to hire Wayne Price as part time at $20.00 an hour to grade the roads. Peggy R. seconded the motion. Voice vote; motioned carried.

 

Gena moved to adjourn the meeting. Jeanie seconded the motion. Voice vote; motioned carried.
