The Sedgwick Town Board met in regular session October 11, 2016 at the Town Hall, a quorum was verified and the meeting was called to order at 6:00pm by Mayor Alan Otsuka.September 12, 2016 at the Town Hall, a quorum was verified and the meeting was called to order at 6:00pm by Mayor Alan Otsuka.

Guests

Bob Prentice’s from Creative Solutions reported the website is ready to do a soft launch. He has two videos. Things can be changed at anytime and the pictures can be changed to fit the season. The Historic Society gave permission to use their pictures.

Ryan from Dickinson Land Survey talked to the town about making new maps for the town. Patrick will meet with him to discuss what the town needs and report back to the board.

Maintenance

Alan reported Richard is planning on mowing one more time. He has been working on roads and has all the new street signs up.

​

Patrick showed the board a picture of the collapsed sewer line between Stockham and Mckinstry. Todd Blochowitz has been called and will get to it as soon as he can. This may start happening throughout the town because of our ageing infrastructure. The board needs to start a plan to replace perhaps a little each year over the next few years. One option is to blow melted PVC in to the pipes to coat.

 

The lead and copper test taken last month came back good. 

 

The board is considering improvements to the lift station. They may put a designated amount of money in the budget this year and continue improvements each year after until the town is in compliance.

 

Minutes

Jeanie moved to approve the minutes from the September 12, 2016 meeting. Carole seconded the motion. Voice vote; motioned carried.

Financial/Pay Bills

One check for $160.00 to Jason Toyne was presented for payment that was not on the report given to the Board.

 

Peggy O. moved to pay the bills including the check to Jason Toyne. Jeanie seconded the motion. Roll call vote; motioned carried. Jeanie-yes Gena-Yes Peggy O.-Yes Peggy R.-Yes Troy-Absent Carole-yes

 

Gena moved to make the $ 6,983.33 loan payment. Jeanie seconded the motion. Roll call vote; motioned carried. Jeanie-yes Gena-Yes Peggy O.-Yes Peggy R.-Yes Troy-Absent Carole-yes

Old Business 

The board read Ordinance # 02-2016; an ordinance repealing and reenacting Ordinance #02-2014; with amendments concerning the licensing and regulation of retail marijuana establishments within the town of Sedgwick. Jeanie moved to adopt Ordinance #02-2016. Peggy R. seconded the motion. Voice vote; motioned carried.

 

The board read Ordinance # 03-2016; an ordinance concerning the use of golf carts and off highway vehicles within the town of Sedgwick. Gena moved to adopt Ordinance #03-2016. Peggy R. seconded the motion. Voice vote; motioned carried.

 

The board discussed some ideas for slogans on the town’s website. This was tabled

 

Jeanie moved to donate $5000.00 to Sedgwick County Economic Development. Carole seconded the motion. Voice vote; motioned carried.

New Business

Peggy O. introduced Resolution #05-2016; “Supporting The First Nation’s Opposition to Dakota Access Pipeline”. Some board members wanted more information before voting. The board will do a consensus vote on this resolution.

 

Gena moved to accept the increase in attorney fees. Peggy Raymond seconded the motion. Voice vote; motioned carried.

 

The Board set a Public Hearing on the 14th of November for the zoning amendment request.

 

Gena moved to donate $500.00 to the Julesburg Bucks. Jeanie seconded the motion. Voice vote; motioned carried.

 

Jeanie moved to adjourn the meeting. Carole seconded the motion. Voice vote; motioned carried.
