Sedgwick Town Board Meeting
June 13, 2016

The Sedgwick Town Board met in regular session June 13, 2016 at the Town Hall, a quorum was verified and the meeting was called to order at 6:00pm by Mayor Alan Otsuka.

 

Guests:

Chris Schiller talked to the board about a year ago about opening a retail marijuana store in Sedgwick. He asked the board to consider amending town ordinance to allow him to do this. The board has been discussing what to amend in the retail marijuana ordinance for several months and want to move forward. Rhonda tried to set up training for the board members through the attorney general office but they would not do the training with the public there. The Attorney general’s office gave Rhonda another person name; Chris Halsor who does training for the public, at a cost of $2,500.00. 

Peggy O. moved to hire Chris Halsor to do a training session for the board members. Carole seconded the motion. Voice vote; motioned carried.

There was discussion about donations to help pay for the training. Alan asked Rhonda to set this up as soon ASAP so the board can move forward on this issue.

​

Maintenance

Richard has been working on the roads, mowing and picking up tree branches. The booster pump is out at the park and we can’t run the sprinklers. Interstate Irragation has been called and we may need to get a larger pump and a fan vent. We will call Jeppson so make sure the sprinklers can handle the larger pump.

Patrick talked about the water test results, the town is in compliance with no violations. We have a lead and copper test coming up and we will need to change the address sites, as one of them was the grade school which is no longer here. New pits have been ordered.

Patrick talked about The Rural Philanthropy Days that Peggy O., Nancy Sauder, Rhonda Jones and he attended. The conference was a wonderful opportunity to meet face-to-face foundations to help find funding for our projects. The Anschutz Foundation who has not funded any projects in the county is interested in donation $7,500.00 for playground equipment for the Centennial Park. 

Patrick asked if he should come back next month to work with Richard, The board would like that.

Minutes

Peggy R. moved to approve the minutes from the May 9th meeting. Peggy O. seconded the motion. Voice vote; motioned carried.

​

Financial/Pay Bills

Peggy R. moved to pay the bills. Peggy O. seconded the motion. Roll call vote; motioned carried.

Old Business 

Marijuana Training voted on earlier in the meeting.

New Business

Gena moved to approve on public record the consensus vote to buy 12 cement benches at $50.00 each from the county for the new corner park. Peggy Raymond seconded the motion. Voice vote; motioned carried.

Peggy R. moved to donate $100.00 to the Emergency Providers Benefit. Gena seconded the motion. Voice vote; motioned carried.

Peggy R. moved to have Julesburg spray for mosquitoes weekly in town. Carole seconded the motion. Voice vote; motioned carried.

​

Peggy R. moved to adopt Resolution #01-2016 to lease the pasture to Justin Price. Gena seconded the motion. Voice vote; motioned carried.

​

At the CML Spring Meeting in May, one of the towns talked about having a wood chipper to grind the fallen branches in their town and than giving it back to the citizens as mulch. Carole thought this might be a good idea for Sedgwick to do. The board looked at a catalog with wood chippers, but we would need a bigger one. Alan will see if John Deere has one that would work with our tractor.

The Board looked at a sample ordinance to allow golf cart and Utility-terrain vehicles to be driven in town. Rhonda will have an ordinance ready for the next meeting.

Peggy R. moved to renew RD’s Liquor license. Peggy O. seconded the motion. Voice vote; motioned carried. Gena Abstained.

​

Peggy O. moved to renew RD’s 3.2 license. Carole seconded the motion. Voice vote; motioned carried. Gena Abstained.

​

Nancy Sauder said at The Rural Philanthropy Days many funders were interested in helping with the Museum.

Gena moved to adjourn the meeting. Peggy R. seconded the motion. Voice vote; motioned carried.
