Sedgwick Town Board Meeting

Members Present: Peggy Owens; Gena Kinoshita; Carole Cross; Peggy Raymond; Jeanie Tarver; Troy Kinoshita; Alan Otsuka

 

Employees Present: Rhonda Jones

The Sedgwick Town Board met in Regular session September 11, 2017 at the Town Hall, a quorum was verified and the meeting was called to order at 6:00pm by Mayor Otsuka. 

 

Guest

Carlton Britton from the Sedgwick County Sheriff’s department talked to the board about hiring their department for code enforcement for the Town of Sedgwick.  He will talk to the County Commissioners and get back to the town.

 

TJ Shmitlinger is talking to investors and hope to move forward soon on his business plans.

 

Lupe talked to the board about a building permit for two out building next to the inn.  The board would like to see it staked out before the permit is aproved.

Minutes

Jeanie moved to approve the minutes from the August 14, 2017 meeting.  Troy seconded the motion.  Voice vote; motioned carried.

 

Financial/Pay Bills

Jeanie moved to pay the bills.  Peggy R. seconded the motion.  Roll call vote; motioned carried.

Old Business

The board discussed an ordinance that was passed in 2001 to ban mobile homes and putting the irrigation district into the businesses district.  It was not done properly and a new one should be passed.

 

Gena moved to hold public hearing to zone Julesburg Irrigation into the business district.  Peggy R. seconded the motion.  Voice vote; motioned carried.

 

Gena moved to prohibit any new mobile home in the town of Sedgwick.  Troy seconded the motion.  Voice vote; motioned carried.

 

Gena move to prohibit storage container in the town of Sedgwick; any containers already in town that have been here for two years or more are grandfathered in and a person can apply for a permit for temporary use 90 day max.  Jeanie seconded the motion.  Voice vote; motioned carried.

Rhonda will mail out letters to dog owners who have not licensed their dog(s).

New Business

Jeanie moved to renew our Workers’ Compensation with CIRSA.  Peggy R. seconded the motion.  Voice vote; motioned carried.

Jeanie moved to renew our Property Casualty Insurance with CIRSA.  Peggy R. seconded the motion.  Voice vote; motioned carried.

 

Jeanie talked to Allen Coyne and he will help her get started on park renovations.

 

Mayor Otsuka said he would like to go into executive session to discuss personnel.  Rhonda Jones said she would like the discussion be done in open session.

Mayor said the complaints he is getting are the bills not getting out on time and the deposits not getting to the bank on time.

After the board discussion Rhonda talked to the board.

Rhonda started working for the town in 2004, and has never had any disciplinary action brought against her over the years of employment.  She went over all of her duties and responsibilities that she is expected to do. There is not enough time to do everything and she does not want more hours.  For things to change Rhonda needs more help in the office.  The Board made a motion to hire extra office help and a town manager in February but no one was hired.  When Rhonda asked for a pay increase for the employees last budget time it was turned into a joke. Rhonda feels her job has turned into a hostile work environment.   The employees have paid personal time off but no one is hired to fill in at the office.

Rhonda was asked to contact the persons who applied to see if there are still interested and to work on a job description.

Gena moved to adjourn the meeting.  Jeanie seconded the motion.  Voice vote; motioned carried.
